The MoBEF Management Information System (the “Platform”) is operated by the Ministry of Blue Economy & Fisheries of the Revolutionary Government of Zanzibar (the “Ministry”). By accessing or using the Platform you agree to these Terms of Service. If you do not agree, do not use the Platform.
Access is granted to authorised Ministry staff, partner organisations, viewers, and other roles approved by the Ministry. You are responsible for maintaining the confidentiality of your account credentials and for all activity performed under your account. Notify the Ministry immediately of any unauthorised use. The Ministry may suspend or terminate accounts that violate these terms or applicable law.
You agree to use the Platform only for the lawful coordination of blue economy activities under the Ministry's mandate. You may not (a) attempt to gain unauthorised access to any account, system, or data; (b) upload malicious code or content; (c) interfere with the integrity, security, or performance of the Platform; (d) use the Platform to harass, defraud, or impersonate any person or organisation; or (e) export, scrape, or redistribute data in a manner inconsistent with the data classification on which it was shared with you.
Your use of the Platform is also governed by our Privacy Policy, which describes how the Ministry collects, uses, retains, and protects personal data in accordance with the Personal Information Protection Act, 2022 (PIPA 2022). By using the Platform you acknowledge that you have read the Privacy Policy.
You are responsible for the accuracy of project, partner, institution, and document information that you submit. The Ministry may review, edit, or remove content that is inaccurate, unlawful, or outside the scope of the Platform. The Ministry does not warrant that all data displayed on the Platform is complete or current and assumes no liability for decisions made solely on the basis of Platform content.
The Platform's software, design, branding, and Ministry-owned content are the property of the Ministry or its licensors. Data you submit remains owned by you or your organisation; by submitting it you grant the Ministry a non-exclusive licence to use that data for blue economy coordination purposes consistent with the Privacy Policy.
The Ministry strives to keep the Platform available but does not guarantee uninterrupted access. Maintenance, upgrades, connectivity issues, or events outside the Ministry's control may cause downtime. The Platform is provided on an “as available” basis without warranties of merchantability or fitness for a particular purpose, except where such warranties cannot be excluded under applicable law.
To the maximum extent permitted by law, the Ministry shall not be liable for indirect, incidental, or consequential losses arising from your use of, or inability to use, the Platform. Nothing in these terms limits liability that cannot be lawfully excluded.
The Ministry may update these Terms of Service from time to time. Material changes will be communicated through the Platform. Your continued use after changes take effect constitutes acceptance of the updated terms.
These terms are governed by the laws of the Revolutionary Government of Zanzibar and the United Republic of Tanzania. Disputes shall be subject to the exclusive jurisdiction of the competent courts of Zanzibar.
