Introduction

The Ministry of Blue Economy & Fisheries of the Revolutionary Government of Zanzibar (the “Ministry”) is the data controller of personal information processed through the MoBEF Management Information System (the “Platform”). This Privacy Policy explains what we collect, why we collect it, how we use it, and the rights you have under the Personal Information Protection Act, 2022 (PIPA 2022).

Information We Collect

  • Account information — name, work email, organisation, role, and credentials.
  • Project and partner data — organisation details, project descriptions, locations, sectors, funding sources, and supporting documents that you submit while coordinating blue economy activities.
  • Operational logs — IP address, browser, and timestamps of actions performed on the Platform, retained for security and audit purposes.
  • Consent records — the version of the consent notice you accepted and the timestamp of acceptance.

How We Use Your Information

Personal data is processed solely for blue economy coordination purposes under the Ministry's mandate. This includes authenticating users, managing accounts, recording project activity, generating ministry reports, and maintaining audit trails for accountability. We do not use your data for marketing, and we do not sell or rent personal data to any third party.

Lawful Basis for Processing

We process personal data on the basis of (a) your explicit consent recorded at registration, (b) the performance of a public task carried out by the Ministry, and (c) legal obligations applicable to the Ministry under Tanzanian and Zanzibari law.

Sharing & Disclosure

Personal data is accessible only to authorised Ministry staff, partner organisations, and other users whose role on the Platform requires access. We may disclose data where required by law, court order, or where necessary to protect the rights, property, or safety of the Ministry, its users, or the public.

Data Retention

We retain personal data for as long as your account remains active and for the duration of the coordination programme to which the data relates. Audit logs are retained for the period required by applicable accountability and record-keeping rules. Data may be anonymised and used for aggregate reporting after retention periods expire.

Security

The Platform applies encryption in transit, role-based access control, password hashing, audit logging, and routine backups. No online system is perfectly secure; in the event of a personal data breach affecting your information we will notify you and the relevant authority in accordance with PIPA 2022.

Your Rights under PIPA 2022

Under the Personal Information Protection Act, 2022 you have the right to:

  • access the personal data we hold about you;
  • request correction of inaccurate or incomplete data;
  • request deletion of your data where retention is no longer required;
  • withdraw consent for processing that relies on consent;
  • object to processing or request that processing be restricted in specific circumstances; and
  • lodge a complaint with the relevant data protection authority.
